David Chen is Founder and Managing Partner of GTIF Capital, a diversified advisory and investment platform operating across the United States, Africa, Latin America, the Middle East, and Asia. He specializes in capital formation, real estate and infrastructure development, public-private partnerships, and digital transformation across government-aligned and institutional markets. Through GTIF Capital, he advises governments, family offices, institutional investors, and operating companies on capital structuring, SPVs and holding companies, valuation strategy, compliance-driven growth, and large-scale real estate and infrastructure projects. His work spans mixed-use developments, infrastructure, media and technology platforms, sports and tourism assets, and digitally enabled commercial ventures.

Previously, Chen held senior leadership roles at Deloitte, advising multinational corporations, sovereign entities, and government agencies on more than $15 billion in economic development initiatives. He led China and Latin America advisory portfolios, supporting more than 320 companies entering Latin American markets and working with Fortune 500 and state-backed enterprises on cross-border investment, policy alignment, and expansion. He is also an active partner in African economic modernization initiatives through the African Minerals Strategy Group, advising 23 member countries on oil, gas, mining, and energy transition strategies, including the integration of crypto, blockchain, and Real World Assets with infrastructure and natural resources. His broader experience spans government advisory, institutional capital, education and workforce development, real estate, media, and sports, with a focus on aligning public priorities, private capital, and scalable operating platforms.
