Gazmend Cocka is an economist and senior executive focused on technology policy, governance, and economic security, with more than two decades of leadership experience across the public, private, and defense sectors. As a Senior Executive Fellow in Tech Policy and Governance at The Digital Economist, his work examines how digital transformation, talent mobility, and technological capability shape national competitiveness, institutional resilience, and long-term economic value.

Across executive leadership roles—including President of Apex Enterprises and former Chief Executive Officer of Patriot Care—Gazmend has partnered closely with boards, investors, and public stakeholders to drive disciplined execution, operational optimization, and strategic growth. His career spans management consulting, security and defense environments, and politically sensitive operating contexts, including prior advisory work with Northrop Grumman and service as a Security Forces Specialist in the United States Air Force. This experience grounds his approach to governance in real-world constraints around risk, accountability, and institutional trust. Gazmend is currently a PhD candidate in International Economics at Universiteti Mesdhetar i Shqiperise and holds a Master’s degree in Diplomacy and International Relations from Seton Hall University. His work bridges economic theory and executive practice, contributing a pragmatic, policy-aware perspective on how technology strategy, governance frameworks, and leadership decisions intersect in an increasingly complex global economy.
