Chetana Naskar, Ph.D., is an interdisciplinary policy specialist focused on climate-induced vulnerability, gender inequality, child protection, social protection, and governance. She is Lead Coordinator for the India Network at SHE Changes Climate, where she advances women's leadership and equitable representation in climate decision-making through gender equality, disability, and social inclusion (GEDSI) approaches. Her work examines how climate risks, institutional gaps, social hierarchies, and exploitation affect marginalized populations and translates research into policy and programmatic approaches that strengthen protection, resilience, and inclusive development.

Chetana has extensive experience in policy research, program evaluation, and capacity building across labor rights, child protection, gender, and social policy. She has served as a consultant to the V.V. Giri National Labour Institute on evaluations of government schemes addressing bonded labor, women's empowerment, and child development, including research across four Indian states and presentations of findings to the Ministry of Labour and Employment. She has also worked as an External Collaborator with the International Labour Organization on occupational safety and health policy in West Bengal and as a Thematic Expert and Program Manager with organizations in Jharkhand. Earlier, she spent more than three years at FXB India Suraksha conducting research on child protection and related social issues. She previously served as a Fellow at The Digital Economist, contributing to work on climate change and ESG. Her expertise combines evidence-based policy research, gender-responsive governance, social protection, and child-centered approaches to climate and development challenges.
